My name is Bonnie Calcagno. I'm a 76 year old senior citizen. I've been a U.S. Government Gang Stalking target since 2006. 1. What is Going On -

Police, Firemen, EMS, Ambulance Drivers, Security Guards, Citizen Vigilantes - probably Our Neighborhood Watch Groups - are Gang Stalking average citizens.

2. The Tactic being Used Is Mobbing which is discussed in a book by Oxford University Press: Mobbing Causes, Consequences and Solutions by Maureen Duffy and Len Sperry

The tactic is called mobbing/gang stalking.

3. What we are seeing is reminiscent of the blacklists of the McCarthy Era, RED Squads, and COINTELPRO.

4. George Bush rescinded anti-COINTELPRO legislation. Trump's Attorney General hasn't written new Guidelines for the FBI opening the door for what we are seeing to continue.

5. The ACLU says illegal police surveillance is going on in over thirty states. What we are seeing is a national problem that requires investigation by our intelligence committees.

6. Bush in Operation Tips tried to get Neighborhood Watch Groups involved in the War on Terror. What we are seeing is their involvement in Government Gang Stalking - that has nothing to do with terrorism, but rather, is an egregious abuse of government power.

7. The FBI is known for its use of conspicuous surveillance and that is what we are seeing where not only First Responders and Security Guards are Gang Stalking citizens, but also, Neighborhood Watch Groups using RED cars, RED trucks, wearing or carrying RED.

8. Colonel Anthony Shaffer who wrote Operation Dark Heart told Judge Napolitano on Freedom Watch that our Government uses Neuro-Linguistic Programming in its PSY-OPS program. One question the intelligence committees need to ask is why did so many firemen after 9/11 – who Gang Stalk – sign up for Neuro-Linguistic Programming Workshops where Anchoring – the technique that forms the core of Government Gang Stalking – is taught.

9. Techniques used in Government Gang Stalking are constant conspicuous surveillance, Shunning where neighbors are elicited to Gang Stalk to socially isolate targeted citizens, NOISE to harass using power equipment, BEEPING, Siren Sounds, setting off alarms, mobbing in the targeted citizens workplace, even intimidation with dogs. This is a program of UNREMITTING HARASSMENT reminiscent of the Stasi in East Germany.


10. In March of 2024 my Government Gang Stalking changed. The change started with Havana Syndrome Type Tactics, but quickly evolved into a king of Torture.

Dear Member of Congress,


My name is Bonnie Calcagno. I was an Elementary Teacher for 29 years at Marlboro Elementary School in Marlboro, New York. The U.S. Government Gang Stalking which began for me in 2006 has been going on for two decades. I am requesting that Congress launch an Investigation into Government Gang Stalking much like the Church Committee investigation into COINTELPRO. The rest of this letter will outline my experience with U.S. Government Gang Stalking with the hope Congress will help stop this illegal and unconstitutional program which violates my rights under the Bill of Rights and is a Cruel, Abusive Program which deliberately inflicts bodily harm and psychological torture.


How My Government Gang Stalking Started

I was living in Newburgh, New York. In the years after 9/11 a lot of Firemen moved up from New York City into my new development. One of them moved in right next to me. There was a property boundary dispute between us. This started a conflict. This is how my Government Gang Stalking began as a result of a personal vendetta. Who are the Gang Stalkers?

The people who Gang Stalk are Police, Firemen, EMS, Ambulance Drivers - both public and private, Security Guards - people using what the FBI calls "conspicuous surveillance" - in my Gang Stalking people who I believe are Neighborhood Watch Group members or Citizen Corps members use red cars/trucks/clothing they wear/baby strollers/motorcycles etc. in Mobbing me. The technique that forms the core of U.S. Government Gang Stalking is a Neuro-Linguistic Programming technique called "Anchoring". An "Anchor" is something all the Gang Stalkers use in "conspicuous surveillance" - an FBI term - in mobbing the target throughout the day, the year - and in my case, the two decades. I have seen reports of other Gang Stalkers where the "Anchor" used was different from the "Anchor" used in my Gang Stalking.


Mobbing takes place in the context of ordinary behavior - I exit my house/a Gang Stalker exits their house or a car passes in front of me. In the beginning in Newburgh, New York the Gang Stalkers/neighbors would exit their homes wearing red or as I went to go from my development to North Plank Road in leaving it - a fireman in a fire engine or a police in a police car or an EMS or ambulance would pass in front of me. The way ordinary behavior can be distinguished by Gang Stalking/Mobbing behavior is by its frequency. It is ordinary for a neighbor to once in a while exit their home in red as you exit your home, but if it happens frequently with all your neighbors you are most likely being Gang Stalked/Mobbed. Frequency is the key.


Moving From New York to California

One of the reasons I moved from New York to California was to escape the Gang Stalking. I had written many letters explaining Government Gang Stalking to public officials but nothing helped. There was one legislator who asked me if I had legislation on this issue he could propose, but I didn't. I was fighting this alone and didn't know how to formulate legislation.


In 2010 I self-published a book via lulu.com entitled "Organized Gang Stalking New Torture Tactic to Neutralize Citizens?" Chapter 8 in my book is on Massachusetts Senate Bill No. 931. This bill would give some protection and oversight but would be nothing close to a Congressional Investigation which might lead to the Real Reform which is need to end U.S. Government Gang Stalking.


Moving From New York to California

My Government Gang Stalking went on from 2006 to 2009 while I lived in Newburgh, New York. It not only took place in Newburgh, but also when I went into Neighboring Communities - Wappingers Falls, Poughkeepsie, City of Newburgh (I lived in the Town of Newburgh), Cornwall, New Windsor etc. I would take a walk with my brother who is profoundly mentally handicapped and our dog at the Cornwall waterfront and a fire truck would pass by etc. We would stop in the sub shop in New Windsor for a sandwich and a fireman would come in. We would take a walk in the Newburgh Mall and an alarm would go off in Bon Ton's and a fireman would walk by us.


As I traveled from New York to California by car things like this would happen: I would come out of a motel room in Oklahoma and a person wearing red would come out of their room. I would walk out of a store in Texas and as I did, a red truck would pass in front of me. This went on in Oklahoma, New Mexico, Arizona, Texas - and I was Gang Stalked when I arrived here in California where I have lived from 2009 to currently, 2025.


How do I believe U.S. Government Gang Stalking started?

My research on how I believe it started is in Chapter 6 of the book I self-published in the early days of my gang stalking - Organized Gang Stalking New Torture Tactic to Neutralize Citizens? A sentence from the book reads, "In December 2008, the Attorney General under President Bush, Michael Mukasey, set forth new Guidelines for the FBI allowing the FBI 'to conduct assessments of suspects without requiring any factual basis for suspicion." Since my Gang Stalking began in 2006 - seems Government Gang Stalking started before they tried to legitimize it. Later in that chapter: "Senator Russ Feingold, Senator Dick Durbin, and Senator Ted Kennedy sent a letter to Attorney General Mukasey saying the authority he enabled could result in the FBI conducting a 'long term physical surveillance of an innocent American citizen.'"


What Has My Government Gang Stalking Been Like Here in California?

You'll notice in viewing the Police and Firemen Gang Stalking under playlists they are using the Government Gang Stalking tactic - Same Time Exit/Entry - I go to exit a store a police car passes in front of me - I enter a gas station - an EMS vehicle is there. After 20 years of Total Surveillance, they know my patterns where I typically go when driving in a particular area and are often there when I arrive.


In addition to the Mobbing, there is the Unremitting Harassment


1. Siren Sounds - for instance, if I try to go into my backyard.

2. Beeping - throughout the day.

3. Construction Noises or the Noise of Power Equipment around my house.-

4. Malware on my computer - buy a new computer it's back the next day.

5. Interfering with you TV.

6. Reading your emails so they know when your appointments are and can have someone in RED there when you arrive. So they know when your packages are arriving and can have a neighbor mob you/Same Time Exit/Entry when you open your door to get it.

7. Having workers set off alarms inside stores when you are there - or as you take a walk in the community.

8. Getting delivery people to sabotage your order.

9. Having the ceiling lights in your house twinkle.

10. Having ceiling lights in your house go on and off.

11. At first when I came home and tried to open my electronic garage door opener I could only do it after multiple tries.

12. Inside my garage when I tried to enter my car - the car doors - all by themselves - would repeatedly open and close their locks

13. Eventually, my garage door - I had an electric garage door opener - would be opened throughout the day when I went into the garage, so I had to take out the battery and on you tube someone showed me how to lock my door from the inside. So now I can only enter or exit my garage manually.

14. Deleting things from my emails, so I couldn't tell when I sent an email what the person I'm sending it to would receive.

15. When I take my garbage cans out, there is mobbing/anchoring, lights blinking on and off from some houses.


Imagine what it is like to not be able to sit in your own yard for some two decades because when you do there will be Siren Sounds, beeping, construction noises from the neighbors/people in the neighborhood who they get to participate in this program. They try to socially isolate their Government Gang Stalking targets. Cults call what they do - Shunning.


Using Neuroweapons to Physically Harm You or Cause You Pain

For most of my Gang Stalking there was just the Mobbing and the Unremitting Harassment. But in March of 2024 that changed. The harassment in my neighborhood increased. I wondered if the increase in harassment was due to the Trump election and the Gang Stalkers not knowing what a new President would do.


Noise

The Noise around my house increased - noise with power equipment/construction noises - a Government Gang Stalking harassment pattern.


Indications of Wanting Me To Move

I got repeated letters from a woman/not a corporation who said she liked my house and wanted to buy it. I don't have enough money/equity to move. I believe the Gang Stalking has gotten "physical" because they are trying to force me to move.


The Neuro Attacks begin

One day I was eating in my diningroom when I felt a sensation in my shoulder that felt like I had been punched. My shoulder was sore for two days after that.


Another day I was sitting in my bathtub taking a bath when I felt what felt like a punch in my left breast. It was sore for three days after that.


Then in May 2024 I was sitting in my dining room eating when I felt “a pressure” in the back of my head. It felt like a headache in the back of my head which was very strange. The experience was repetitive.



On May 10 I developed Tinnitus in my left ear which has never gone away. I was also feeling Very Exhausted.


When I went to take my blood test in June (I’m hypothyroid and take periodic blood tests to adjust my thyroid medication) my TSH was a shocking 19.68 when the normal range was .4-4.50 mlU/L. Up to this point my results were fairly consistent with my remaining on the same dose of thyroid medication for years.


When I retook my TSH in December of 2025 it was 15.62 – very high. I have since seen a study online of the effect of EMF radiation on the endocrine system of mice.


I had a meniscus tear in my right knee so I knew how it felt and how it healed. Then I got a meniscus tear in my left knee. For a while we didn’t go out as my meniscus tear in my left knee was healing. I found a good brace on Amazon and said on Twitter (all my communications are monitored) , that my brother and I would go out again the next day. The next day when I woke up I couldn’t bend my left knee without pain which made it hard to walk. Strangely, the pain was on the opposite side of the knee than where I had experienced the tear.


Dec. 9, 2025 More Neuro Attacks - Incidentally, the houses on both sides of me have been "empty" for some time.

On Dec. 9 I experienced "pain" on the top left side of my head for three days. It happened when I sat down at my dining room table to eat and when I was taking a bath.

The next day, Dec. 12, both my TV while I was watching a Prime movie and my brother with a profound mental handicap’s TV where he was watching you tube singing Christmas videos were Taken Out. I called Cox tech support after trying to reset the cable boxes myself. The tech could only help me get back regular cable channels – not my brother’s you tube videos or my Prime movie channel. Interruptions of my TV service by disconnecting me from the Network is a common Gang Stalking Harassment tactic.


The Manual For Gang Stalking Operations in a book by Dr. Rauni Kilde

Dr. Rauni Kilde was a Finnish doctor with a long list of credentials . She was also a Gang Stalking target. For a while she was married to a diplomat. She spent much of her adult life going to international conferences. If during them she discovered international violations of rights, she would document them in her books.

This Target of Government Gang Stalking Torture/repeated targeting of my Flank - can now report the results. As someone who has had Crohn's Disease after my morning cup of caffeinated tea I had no problem emptying my bowels in usually more than one bowel movement.
